Psalm 30:5, "For His anger lasts only a moment, but His favor lasts a lifetime; weeping my remain for a night, but rejoicing comes in the morning."
David had been chastened for some sin and was experiencing the sweet release from it and praising God for it. I see many parents in teaching, and have been guilty myself, of rushing in and trying to save your child from the consequences of his/her actions. You love them so much that you don't want them to hurt. Yet, our perfect heavenly Father realizes that this is unloving. It may spare pain for the moment, but no lesson was learned and when they repeat the bad choice and the stakes are higher, you have added to the pain rather than helped them learn to make the wiser choice. I know some of my best lessons have come after some hurt and pain. And I have clung to His promises that joy WILL come in the morning. It's God's time economy, not my own, but the present afflictions of this world compare nothing to the glory of His (Romans 8:18...very loosely translated).
What great joy when we remember His grace and His love and that His promises are true that He is for us and not against us!
